Fog doesn't work with Distant Horizons

What happened?

Fog effect doesn't work with Distant Horizons enabled. Even with DH rendering disabled, the fog doesn't work. Blindness/Darkness both work as expected, and giving the player the fog effect on top of blindness works, but not the effect on its own.
