Make view title configurable instead of hardcoded [submitter.last_name], [submitter.first_name] ([submission.organization.name])

The display at the top of a view shows the name of the student and the organization under which the submission was created. There is a request to make this similar to vireo3 or configurable. This is hardcoded in
src/main/webapp/app/controllers/submission/adminSubmissionViewController.js: 90
