Addresses #2605
This pull request implements a button in the dataset explorer page that allows users to create a new workflow directly from the page. The workflow created from the button automatically has the dataset included in its environment.
The workflow also comes with a pre-initialized scan operator. Users get to choose which scan operator to use via a form.
