I've made an initial pass by moving the number of enemies away from quest related gates and etc. Also did the change where enemies cannot enter the Winter Palace and camp players indefinitely.
We have some more follow-up tweaks to do:
Add a way for players to peek out the door so they don't get swarmed when there is a Luskan Warden outside a building
Investigate the resetting combat/hostility for Luskans
Possibly look into more places for players to hide away from Luskans
Look into alternative escape routes in the High Captain areas
