Followup to #312. Blocked on TheBevyFlock/bevy_cli#35.

This would reduce the time / resource usage of the workflows.

This issue is technically not blocked: cargo-binstall falls back to compiling from source if it can't find an appropriate binary release, so it can be used as a drop-in replacement for cargo install.
