IMO we need to kill the chems meta. In an ideal world all forms of treatment are valid and have their own situations where they are needed, but at the moment afaik the default is to just use chems for pretty much everything.

In my eyes the balance should be as such:
Topicals are the simplest and easiest method at the cost of station materials and brief time spent restocking (They all should be able to be printed in a medifab)
Advanced Topicals can handle nearly any injury aside from exotic injuries at the cost of needing more involved restocking procedures.
Chems allow for a wide variety of damage to be treated, notably including exotic damage types while being relatively easy to deploy the cost of being inconvenient to produce and store. (Chems should not just be able to be stored in bulk in a cabinet. What if they needed to be stored in pre-dosed syringes/pills/vials in a medivend or they start to lose effectiveness?) A player should not be able to carry an entire medbay on them in the form of bottles. (Lookin at you corpsman and parameds) Maybe also make it so traditional damage types such as brute and burns can't be treated via the bloodstream with the exception of exotic chems such as ichor or omni.
Cryo/pyro-genics allows for super powerful treatment of ANY damage type at the cost of suffering the same inconveniences as chems, as well as being slower to deploy by requiring a patient to be taken to a dedicated place, prepared for cryo, and being brought to temp
Surgery allows for nearly anything to be treated at a moderate pace with little to no material cost to medbay with the downside of requiring a patient be dragged to a dedicated spot and then being prepared for surgery, the process being heavily involved, very much invasive, and sometimes requiring replacement of bodyparts, which can sometimes hold an RP cost.

Edit: Aside from topicals, all other forms of treatment have the potential to harm the patient if used wrong
