After discussing this with @nibbles83 in discord, the current way that it does this is essentially a roundabout way to do the same thing. I think it's safe to close this issue as currently there's no real reason to change this. |

Currently 10% of the governors are needed to pass a budget proposal. This is unideal because this means that a small amount of governors can pass a budget with little resistance. Ideally there would be a quorum requirement and in my personal opinion, a larger amount of votes required to pass a budget.
Upgrading the Budget contract to use a quorum value and a minimum amount of votes to pass set by the governors in the DGP contract could be a possible solution.
This would also require migrating to a new version of the DGP which supports this new functionality. This could be done via MIP.
