The healthcare authority users must be able to view:

List of all affected user
2.Current status of affected user.
Access detail health records if user has given access
View affected users as list/map.

This dashboard should:

also receive alerts when a patient violates a rule (breaches geofencing, etc),
user should be able to initiate communication (audio/text) from here
there should be a history (audit trail) of transactions (to and fro communication)
users - are of two types here: A. System Admin and B. System User
