Observed behavior

Oil Derricks do not show flag optimally and have random rotations. There is no symmetry. Affects all Oil Derricks.

Expected behavior

Oil Derricks rotations make an effort to show the flags well and perhaps there is a system for their rotations.

Is it possible to rotate them some other way so that no flag is hidden?

Flags are now visible, but they still appear to have random rotations with no system. Perhaps there is a better way to optimize it, so I will leave this report open for now. This map has no blockers.
