Add support for tiddler links in image maps

It would be useful to be able to create HTML image maps that include tiddler links, as bought up here:

Did this break in 5.1.21? It worked in 5.1.13, however after upgrading all my maps have stopped functioning as expected. Clicking a hotspot doesn't open the tiddler, but right clicking the hotspot will allow opening in a new tab.
