Add Manual Province-Drawing Tool

• Adding a ticket for this, not because I plan to do it immediately, but because I know people will ask about this
• Although I personally much prefer random provinces, because it saves staff time and seeds a unique political situation, there's no reason to think a map map drawing wouldn't work for some servers.
• The only challenge is to actually develop the required tool.

PMCanadian seems to have been able to manually draw some borders with worldmap, and many people are saying that worldmap regions could either be read as provinces, or converted to provinces. Worth looking into to. He PM'd me some code

This work is less important now that we have hybrid generation, including allowing a server to protect historical locations
