Editors Can't Scroll Staff List

Issue Summary

If a user has the type Editor they are unable to vertically scroll the Staff list in a vertical overflow situation.

It seems that this is only in the tablet break point, the mobile break point seems to work. I am using a desktop browser (1093x743 viewport).

Steps to Reproduce

1. have vertical overflow in the staff list
2. be logged in as an editor
3. try to vertically scroll

Actual: No scroll
Expected: Scroll

I think that `scroll-overflow-y` or `tablet:overflow-y-scroll` is missing here: https://github.com/TryGhost/Ghost/blob/main/apps/admin-x-settings/src/MainContent.tsx#L64
