Provide Step to display error during initialization of StepEngine #425

Expected Behavior

Step shall be used to visualize that an error occured during initialization of StepEngine - which includes loading and creating the steps as well as initialization of the required DataProviders.

Current Behavior

Currently an error during initiaoization is logged to command line
