Able to add the fees based on which shipping method is selected.

The client wants that suppose the flat rate shipping method is used, then he wants the payment gateway fees to be applied but when the local pickup is selected, then he doesn't want to apply those gateway fees.

Client requirement: I have added a fixed cost of 1.5 euros when they select to pay with cash. The issue is that this cost is applicable only to shipped orders. I want to disable it when the pickup is from the store.
