Moving `ts-loader` to @webpack

I've wanted to help out on the ts-loader project, but my time is honestly limited and the issues aren't really shrinking. That said, I've talked with someone on the @webpack team and they'd be interested in taking over maintainership - is anyone for/against either 1. adding them to the repo directly or 2. moving the repo to @webpack?

Certainly fine with me to add them. I'm sure @jbrantly would have to comment to move it.
