Make the confidential info section in the user profile required the same way basic and advanced info are.
There should be a check box that allows the user to indicate that they have 'Documents to follow' if they are not yet available to fulfill the confidential info requirement. There needs to be text under this tick box alerting the user that they cannot be hired without these docs.
On the views to the admin and instructors, there needs to be a flag that indicates an applicant doesn't yet have the confidential docs legally needed for processing an appointment.
