Why UPBGE not an addon?

Hello dear !
I have a question, the answer to which would be interesting for new participants.

Why is the engine not in the addon format, such as the Armory Engine?
Won't such a format make it easier to develop the integration of the engine in subsequent versions of blender?
It would simplify the life of many interested. (This question concerns the topic of the best popularization and entry into the study of the engine)
