Developer guide is outdated #16

The developer guide (https://github.com/USNavalResearchLaboratory/norm/blob/master/doc/NormDeveloperGuide.pdf) is for version 1.5b5. There are some options that are in version 1.5.8 that do not appear to be in this develop guide. For example sync mode NORM_SYNC_STREAM is not described in the current version of the guide.

Thank you for the feedback. I am definitely overdue on updating the developer's guide and your prompting will help bring my attention to that.
