For current development, start with the relevant implementation and runbook. Historical freeze, authorization, and closeout language records past tasks; it does not create new approval steps for ordinary local work.
Use it for:
- design drafts
- demo source material
- reference notes
- runbooks
- supporting writeups that are not part of the numbered workstream line
