The Psych Engine Wiki is not even up to date, let alone useful.
Besides, an API is like a wiki but much more thorough! (Also this question was about an HScript wiki not a wiki over everything but I digress)

API stands for Application Programming Interface which is just a fancy way of saying how you intetact with an Application
And in this case it means a website that elaborates on the API
