Update the library and MCCL to .NET 10.0

The VTS library and the applications (WPF, MCCL, Vts.Scripting) will be upgraded to .NET 10.0
Describe alternatives you've considered
Since .NET 8.0 will be out of long-term support in November 2026, we need to do this upgrade.

We need to investigate how to create installer for WPF that is compatible with .NET 10.0
