Is your feature request related to a problem? Please describe.
RP2040 requires boot stage with memory boundary of 256Bytes.

Describe the solution you'd like
Boot stage 2 is responsible to configure QSPI/SSI interface to correct freq, voltage, etc. to establish reliable comm with external flash.
