National layers displayed in legend of another country #1150

Steps to reproduce:

select a single country with an empty national dashboard, for example Vietnam
enable all layers by checking the "All layers" in the widget deck
in the legend you will now see the "digital earth australia" and "save our mangroves now" layers (this is the problem)
the layers are not visible on the map (which is good)
