In staging: when selecting a preset in the widget deck, all the layers corresponding to the preset's widgets are now immediately activated. This makes the map very messy. See screenshot:

I suggest we only activate the following layers per preset (much like we have in production):
Distribution and change
Mangrove habitat extent
Mangrove net change

Restoration & Conservation
Mangrove habitat extent
Mangrove net change
Mangrove alerts

Climate and Policy
Mangrove blue carbon

Ecosystem services
Mangrove blue carbon

Contextual layers
Allen Coral Atlas
Salt Marsh
Tidal Flats

To be clear: the widgets don't need any changes, this just concerns the layers
