empty tables when creating empty site

I tried creating a new empty site, but wasn't able to log in or do a password reset.

It looks like the culprit may be the fact that the users table for the stacked site (in my case "stacked_5_users") is empty. A number of other tables are empty as well -- only options has anything. Not sure how much of this is expected behavior or if that's what's causing the problem.

Checked on the directory side of things and the themes directory is also empty (assuming it should at least have the default theme).
