Muted players do not work correctly

Describe the bug
Sometimes muted players become unmuted and some players that are not muted become muted instead.

Your System:

• OS: Ubuntu 20.04
• Game version: 4.3.3

That is pretty unspecific reproduction wise, maybe you can follow up with a few info when you encounter it again

Perhaps related to empty hash situation (@past-due) since that happened the player who had it's hash logged as empty. I wanted to solve that issue with #3059 but got ignored.

This issue is really annoying since you can't see who is muted and who is not in the lobby, only way to unmute player that got bug-muted is to enter the game with him and see that he is muted.

Potential repro:

1. join a room as a spectator with muted player in players
2. messages from muted player do not show up
3. muted player moves to spectators
4. his messages now visible
