Allow units to make passages for other units #3877

When parking tanks should leave an open passage in tight areas.

It's annoying when units get stuck.
This could be implemented by marking tiles as "road tiles" which units would try to avoid stopping on.

Additional feature: toggle in the right click menu for this behavior.
