10.10.1 loose ends

• docker-compose.yml had not been updated to use OpenSearch 3.1.0 (needed for vectors)
• update pom.xml to bump version to 10.10.1
• beta admin tool catchUpEmbeddings.jsp to extract Embeddings on existing (embedding-less) Annotations
