Spamming the question or cross posting it in different areas should be down-voted. Just a suggestion.

Close-as-duplicate votes get comments associated with them automatically. There's no point in providing a long explanation about why duplicates are bad. Spam flags get the question or answer deleted with an abuse notice that's visible to the asker but the vast majority of spammers won't read comments so won't learn from them.
