cant install on win 7 with eclispe galileo

What steps will reproduce the problem?
1. Install plugin via update site 

What do you see instead?

Cannot complete the install because one or more required items could not be 
found. <the plugin name is given as the item that couldnt be found>


tried installing all 3 versions, 1.0, 1.0.1,1.1

```
