Creating sub-domains/sub-sites is bugged

Creating a sub-domain/sub-site breaks things, mostly by ignoring the state of the environment. For instance, it will attempt to configure email/etc for a subdomain created under an account for which email services were not originally setup (i.e. none of those optional checkboxes were checked at creation time).
