Litespeed/OLS/CP is controlling nice values. How? Where? Perhaps this should be configurable?

Are there any other ways outside of cgroups/containerization to control CPU usage? Greedy clients are annoying and should be constrained.

If cgroups are the only option, perhaps there should be some light tooling (UI) around assigning clients priority and preventing CPU hogs from dominating.
