Manual Content: Come up with a good way to always have correct Back and Next links on the pages

What is the bug?

The Back and Next links at the bottom of the various manual pages can have some issues; they sometimes link to an incorrect page, have a name that's different from the page they link to, contain a typo, ...
Try to come up with a good, robust way to make sure these links are always correct and always show the right text for the page they link to.

The Back link should always go to the parent item in the table of contents, the Next link link always goes to the next sibling under the same parent (possibly wrapped when it's the last item in a section).
