[Feature Request] Publishing the onnx-modifier distribution to PyPI

The onnx-modifier is an excellent tool; however, its installation and usage process could be more user-friendly. Providing a command-line interface that can be installed directly from PyPI would greatly reduce the barriers to entry for users.

@ice-tong Thanks for the suggestion! Making onnx-modifier installable from PyPI really helps. However, I am not familiar with how to achieve it. Any help from the community is welcomed.
