Merge asset-tracking-debugger features into asset-tracking-location-replaying

The newer asset-tracking-location-replaying duplicates some of the functionality of asset-tracking-debugger, however asset-tracking-debugger has the convenience of being able to start publishing location updates to a channel without the need to ever run a publisher SDK (which is very handy for those working on the JS SDK who don't have a mobile dev toolchain). We should add this as a feature to asset-tracking-location-replaying and remove asset-tracking-debugger from the repo.
