Design a module/extension to the instrument manager to allow for ingestion of data from CSV sheets into the flag table

phases:

  1. assume instrument is built and request a CSV sheet with headers being the fields and rows being one instance of the instrument, session, candidate.
  2. auto-recognize fields/auto-build instrument and install it then import the data
