This is a starting, draft issue for incorporating the CLIN Journal into the ACL Anthology. It is a draft, because we have some uncertainties to address that I could not find on this documentation page. I am not a spokesperson for CLIN or CLINJ but I have taken this initiative after shared enthusiasm from the editors-in-chief.
CLIN (Computational Linguistics in the Netherlands) is a conference that has been going on since 1990 (as far as I can tell - before my time :-)). Proceedings (or rather, individual papers), were published on the website. In 2011 the format changed to what it is now: work can be submitted to the conference as abstracts and are peer-reviewed. After the conference, speakers are invited to submit a long paper to the CLIN Journal (CLINJ), which is a recognized journal (ISSN: 2211-4009). So the concept of "proceedings" is a bit different, I assume. While there is a strong link between the conference and the journal (you can only submit to it if you have presented the work at the conference), it is indexed as a journal, ranked in VABB-SHW in Belgium.
So, the first question is whether this type of journal-linked-to-a-conference is eligible to be indexed in the Anthology? If so, we can continue with the process. Secondly, can all the past volumes (yearly, starting from 2011) also be indexed? As far as I can tell, the Journal ensures that the original authors maintain copyright, and only redistributes the work.
