Make the DisableUpdate property configurable

We have multiple pools of Self Hosted Runners in our organization. We are currently studying the use of Action Runner Controller (ARC) for these Runners.

The problem is that as we work with many different Runner pools we use the configuration to auto-update when there is a later version but in the ARC this configuration cannot be done as it is hardcoded in the code.

If necessary, we can contribute by making a Pull Request making the changes in the code to make the DisableUpdate configurable here.
