Missing Flora NeoPixel PCB layout #136

Flora NeoPixel (old Smart RGB Pixel) PCB .svg file is 0 size, so it can't be used in Fritzing PCB view.

I create my own version of the component with the PCB config.

Please, attach to the project after reviewing my config if it's OK.
