[i18n] CHS strings displayed instead of CHT strings in Help topics #732

Description
On CHT locale strings in Options > Help are the same as on CHS locale. Same is applicable to blue help popups.

To Reproduce
Steps to reproduce the behavior:

  1. Install extension
  2. Right click on extension > Options
  3. Go to Help Topics

Expected behavior
CHT strings displayed when extension is installed on browser with CHT locale

@Adobe-G11N-I18N-L10N-Team Note that help content (like context menus) will be displayed in the operating system language, not the browser language. The rest of the UI (toolbar, buttons etc) uses the browser language.

@rofe We tested on zh_TW operating system language, but help content strings are still the same as in zh_CN language. Verified on 6.49.0
