Set popup minimum width when loading

When loading and the only thing visible is the spinner, the popover can appear quite small.

Suggested change: Set a minimum width on the popover, or increase padding on the spinner to push width and height, or set an expected width/height to emulate the space occupied by a list, and center the spinner within it.
