Enhancement: Update duplicate check to allow valid duplicates #3068
Description
A partner published 2 feature services under a single AGOL ID (Dam Inundation layers) and they have separate Hub items and feature services, distinguished by the sublayer ID. While not ideal, they are valid and distinct. We'd like them to show up separately in the SGID index and not be flagged by the validation checks.
