Action string in Content-Type causes failures with Illustra cameras

The following cameras return errors when I try to send SOAP requests with the new header:

• Illustra Flex2
• Illustra Pro4

I received "The [action] cannot be processed at the receiver.".
When keeping only 'Content-Type': 'application/soap+xml' in code, everything works as it should.
