[Refactor] Refactor .gitlab-ci.yml to use CICD Components instead

With the new development of CI/CD Components within AISG's Gitlab, We will be refactoring .gitlab-ci.yml to use CICD components instead of building jobs from scratch.

This reduces developer's effort in maintaining their CI/CD pipelines, and allows MLOps team to uphold good CI/CD standards across projects.

We can add an extra aisg option on the cookiecutter prompt to check whether they're creating an AISG project so they can leverage internal processes.
