Decide where we need push notifications
Plan client side permission UX
Fix up database to store subscriptions
Make API call to retrieve current subscriptions
Make API call to save changes to subscriptions
Create API call for admins to send notifications when they occur - including sending to subscription service
Implement Client Side changes to call notification api
Test end to end chain - including subscribe and unsubscribe to each Subscriptions
