bug: Sometimes when using app-version an entire node will not receive any projections in cluster sharding

When using a role called `Projections` to run a sharded daemon process where there are 8 nodes of that role in one k8s deployment and 16 projection instances enabled, sometimes during a rebalance one (or more) projection nodes get 0 instances. Once this happens it never rebalances unless there is a full teardown.
