[BUG] Notes import formatting of bullets

What happened ?
When bullets are imported from the Notes of a Zotero item the bullets are not translated into nested blocks. Instead the html is imported as text <ul> & <li> losing all the structure.

To Reproduce
Steps to reproduce the behavior:

1. import metadata of zotero item into Roam that has notes including nested bullet items
2. go to the item page3.
3. go to Notes section and you will see the issue. 4.

Expected behavior
The nested bullets in Notes should translated to nested blocks in Roam.
