Some problems are not optimal

Some problems have to set max_min_its to get optimal solution, in my test, this var can't too large,it will make the cost higher.But in some problems I can't get optimal by setting max_min_its.

Doesn't the Network Simplex can get optimal solution all the time?
Flow is my test data.
