Contract Tests: Non-owner migrate is rejected

Description:
Owner-only auth for migration path needs dedicated test coverage.

Context:
Unauthorized migrations must be impossible and verifiable.

Requirements:

• Add test where non-owner calls migrate()
• Assert unauthorized/typed error
• Keep positive migration test behavior unchanged

Files to Modify:

• contracts/account/src/lib.rs

Definition of Done:

• Implementation is complete for this single task
• Contract tests updated or added where needed
• Existing contract tests remain green
