Contract: Normalize session expiry units (seconds vs milliseconds)

Description:
Session TTL helper infers seconds vs milliseconds heuristically.

Context:
Explicit normalization rules reduce ambiguous input handling.

Requirements:

• Define explicit accepted expiry unit contract rule
• Normalize once at add/refresh entry points
• Add tests for seconds and milliseconds inputs

Files to Modify:

• contracts/account/src/lib.rs

Definition of Done:

• Implementation is complete for this single task
• Contract tests updated or added where needed
• Existing contract tests remain green
